Transforming Income Verification Through a Live Arizona Pilot
Arizona Department of Economic Security (DES) and Digital Public Works (DPW) partnered to launch a live income verification pilot that has been running since September 4, 2025. DES launched the pilot to explore the role consent-based verification could play in the agency’s broader income verification framework and reducing the administrative burden of document submission.
Pilot Structure
Nutrition Assistance clients are reminded to verify their income after they submit their Mid-Approval Contact online, which is the mid-point within their certification period. These portal and email reminders direct clients to Verify My Income (Digital Public Works’ consent-based verification tool). Clients use Verify My Income to log into and share income information contained in their employer’s payroll provider and/or gig applications (like Uber, Lyft, Spark, Instacart). Verify My Income submits income details for each job in one Income Report which is automatically delivered to DES and requires no additional work for DES staff to associate the document with the corresponding case. Caseworkers use this Income Report to make case determinations.

Over two pilots, 42% of Arizonans offered Verify My Income submitted a report. In one pilot, that rate reached 56%.
